7 Bidders to Take Part in Pre-Bid Meet for Container Terminal Project

  • The Chennai Port Trust (ChPT) will hold a pre-bid meet with seven eligible bidders for its Rs.3,686 crore Mega Container Terminal here on Friday to clarify doubts, said its Chairman Atulya Misra on Wednesday.Apart from the infrastructure wing of IL&FS, almost all the remaining bidders will take part in the pre-bid meet. Interestingly, Adani group's Mundra Port Special Economic zone, whose bid was rejected by the ChPT during the last week of December 2011, is also attending the meet.The ChPT officials will answer all the queries raised by these bidders and they are given time till February 27 to submit their bids.
  • It will be opened on the same day.The mega container terminal will have the capacity to handle four million Twenty-Foot Equivalent Units per annum.Talking to The Hindu, a ChPT official said “the meeting has been arranged to give one more opportunity for these companies, who participated in the project's Request for Qualification stage, to stake a claim. Request for Proposal was invited from them on January 11. Replies will be furnished to them on Friday and fresh queries will be answered within a week. Bidders can also raise questions during the pre-bid meeting. The bids will be accepted up to 3 p.m. of February 27.”
  • In the first round, Adani group's Mundra Port Special Economic Zone emerged as the sole bidder project.They raised their revenue sharing percentage to five per cent from the initial offer of 1.5 per cent.But, the offer was rejected on the grounds it was too low, unacceptable and unviable.

Lease/Concession period

  • As per the proposal, the project will be constructed on build, own and transfer basis for a lease/concession period of 30 years and the private operator will invest Rs.3,125 crore on berth and breakwater construction, reclamation of backup area, handling equipment and other landside infrastructure.The bidder has to construct 4.5 km of breakwater, 2 km of quay length and convert waterfront into 225 acres of land.On its part, ChPT will incur Rs.561 crore on purchasing tucks, floating crafts, dredging and navigational aids.The pre-bid meeting will be attended by the representatives of L&T, DP World, Navayuga, Mundra-Adani, Essar, Lanco and GVK.
