BGR Energy Wins NTPC Deal for Super-Critical Boilers

  • BGR Energy, a leader in turnkey engineering and contracting for balance of plant and full service engineering, procurement and construction for power projects, has emerged as the lowest bidder for the NTPC 11 x 660 MW super-critical boiler tender.
  • The company said in a release that it had emerged as the lowest bidder in all five projects namely Mouda Super Thermal Power Project Stage-II (2 x 660 MW), Solapur (2 x 660 MW), Nabinagar (3 x 660 MW), Meja Thermal Power Project (2 x 660 MW) and Raghunathpur , Phase-II (2 x 660 MW). As per the tender conditions of NTPC, BGR would be awarded contract for three projects. The aggregate value of the contract is Rs. 6,500 crore, the company said. It may be recalled that four parties namely BHEL, L&T, BGR Energy and Ansaldo participated in the bidding. During the techno commercial evaluation, the bid of Ansaldo was rejected since it did not satisfy the tender condition in respect of qualification.
  • The Delhi High Court pronounced a judgment in March 2011 directing NTPC to allow Ansaldo to participate in Stage-Il (price) bidding. However, NTPC filed Special Leave Petition in Supreme Court on March 9, 2011 against the decision of the High Court.
  • The apex court has pronounced the judgement on February 16, 2012 allowing the Appeal in favour of NTPC. The apex court said that Ansaldo had submitted its bid under an agreement with the Italian unit of Siemens AG for supplying some parts of the technology in the steam generation process. The court held that this violated the tender rules and thereby disqualified Ansaldo.
