Guidelines Framed for Land Acquisition and Rehabilitation and Resettlements Related Problems

Land acquisition and rehabilitation and resettlement (R&R) related problems are one of the impediments for expansion of the existing projects and opening of new projects. In order to redress these issues, CIL has been revising its R&R Policy to satisfy the changing aspiration of the Project Affected Persons (PAPs) from time to time.

The revised R&R Policy, 2012 has been finalized based on the deliberations at various levels including the Inter -Ministerial Committee recommendations. The revised R&R policy of CIL has been approved by the CIL Board arid released by the Hon'ble Minister of Coal, in April, 2012."

It may also be noted that coal companies are free to adopt either the R&R policies of CIL or the State. Govt. concerned whichever is more liberal. Despite the more liberal R&R policy, CIL is facing tough challenges in acquisition of land and delays in acquiring the land in some areas are adversely impacting the overburden removal plans as well as coal production.
