BPCL: Status & Details of the Auto Fuel Quality Upgradation Programme

The Ministry of Petroleum and Natural Gas has sought answers from the Bharat Petroleum Corporation Limited (BPCL) regarding its Auto Fuel Quality Upgradation Programme. 

A question was raised whether various Oil Marketing Companies (OMCs) have completed their auto fuel Upgradation programme, if so, the details thereof and if not the reasons thereof. Details were sought of the line schedule fixed by the QMCs to complete the said programme, the expenditure incurred on the said upgradation programme, OMC wise, and the time by which the road maps given, in the Auto fuel Policy for introduction of upgraded fuel in the country is likely to be implemented.

In response, BPCL has shared that the BPCL Mumbai Refinery (MR) developed a strategic road map for upgradation of Auto Fuel Quality programme considering both short and long term product quality mandates in line with Dr. Mashelkar Committee Report. As a first step MR commissioned Refinery Modernisation Project (RMP) at a cost of INR 1621 crores consisting of Integrated Crude Vacuum Distillation units Hydrocracker. Hydrogen Generation and associated treatment facilities, and revamped Catalytic Reforming Unit (CRU) at a cost of INR 108 Crores for meeting the 2005 mandates (BSU and BS III MS/ HSD).

  Further to meet the mandate from April 2010 for Auto fuel (BSIII and BS IV MS/ HSD), MR has implemented the Diesel Hydro Desuiphunsation (DHDS) Revamp. Hydrocracker Unit revamp and FCCU Gasoline Splitter facilities at a project cost of approximately INR 233 Crores. Based on the above BPCL MR has completed to upgradation of Auto fuel quality program for producing & supplying BS III/ IV Auto fuels as per mandate,

For producing additional quantity of BS III/ IV MS. a state of art CCR (Continuous Catalytic regeneration Unit) at a project cost of INR 1827 crores is under implementation.
