The Nagpur Municipal Corporation (NMC) town planning department, which is facing inquiry from the general body in TDR scam, has been caught on the wrong foot again. The standing committee on Monday rejected the proposal tabled by the department to acquire reserved land at Wathoda without obtaining proper documents and kept on hold proposal to acquire another land at Gorewada by paying huge compensation to land owners.

After the meeting, standing committee chairman Avinash Thakre said the Gorewada land comes under no development zone. "Proposal is to acquire 18 hectares land reserved for cattle stable and dairy farm at Gorewada. Department has proposed to pay compensation of INR 24.09 crore. But rates of lands in no development zone are much less. Besides, no clearance was taken from the accounts and finance department before tabling the proposal. Standing committee has issued directives to revise the compensation by routing the proposal through accounts and finance department," he said.

Explaining the reason behind rejection for Wathoda land, Thakre said the proposal lacked various documents including legal search report. "Town planning department proposed to pay compensation of INR 9.57 crore to N Kumar Construction for acquiring the Wathoda land. Scrutiny of the documents revealed that ownership papers, no-objection certificate from ULC competent authority etc were missing," he said. However, Thakre denied any inquiry or action against the town planning department officials since the proposals were not approved.

Thakre made his dissatisfaction clear over absence of municipal commissioner Shyam Wardhane in the meeting. "Notice was given asking the civic chief to be present in the meeting. But there was no communication from Wardhane. Standing committee will report the matter to general body. Mayor Anil Sole will decide whether to move no confidence motion against Wardhane or not. He has been asked to remain present in the next meeting," he said.

In a major decision, the standing committee approved 45 proposals related to road repairing. "Around 80-90 major roads will be asphalted in coming days as the work orders have been approved. Total estimate the work comes to around INR 60-70 crore. Work on interior roads has also started," he said.

In a setback to the standing committee, the administration has not rolled back the decision on 30% cut in annual budget. An official told that the standing committee was misinterpreting the decision. "It was decided to initially approve 70% of the budget and take call on the remaining 30% later. Therefore, there is no need to roll back the decision," the official said.

Source-On Request
