Outcomes of Fifth Round of India-Sudan Foreign Office Consultation held in Khartoum

MoPNG has directed Under Secretary, International Corporation Division to say that the fifth round of India-Sudan Foreign Office Consultation (FOC) was held in Khartoum on 28.11.2013. During the FOC the Sudanese Side unambiguously reiterated that the flow of oil from the fields in South Sudan would continue to flow through the pipelines in Sudan uninterrupted. 

MEA also raised the issue of over dues that Sudanese Government owes to OVL. In this regard, the Sudanese side has assured that repayment of dues to OVL is one of their priorities but sought India's understanding of the difficult foreign exchange situation of Sudan at the moment.

The Sudanese side also hinted informally that if properly approached, India could be allotted, on nomination (100%), offshore block No. 15 near Port Sudan. MEA ha therefore recommended that the management team of OVL, together with officials from MoPNG and MEA may undertake a visit to Khartoum to take up this important issue with the Sudanese Ministry of Petroleum at the earliest. The visit may also be used to reiterate our request to the Sudanese side for extension of the present contract beyond 2016.

OVL is, therefore, requested to furnish its comments on the recommendation of MEA to this Ministry at the earliest.
