A number of RWAs and activists met the chief minister, Arvind Kejriwal, and made a presentation that the new meter testing drive was not likely to yield any results because the problems were with the meters themselves.

The government is now looking into revising the plan for meter testing. According to sources, government has also almost finalized the terms of reference for the CAG audit for private Discoms, which is expected to begin by Monday or Tuesday next week.

The activists informed the CM that testing the meters will be a futile exercise unless the issue of residual backflow in common neutral was addressed, said sources. "During Shiela Dikshit's tenure, DERC had ordered a six-month meter testing drive in November 2009 and nothing had come off it.Then DERC chairman Berjender Singh had said the drive would be futile if only the meter is tested, as the fault lies in the distribution system with a common neutral,'' said an activist.

"Various ideas are being explored on how to tackle the issue of alleged fast meters. The main issue is that consumers should have faith in these meters, and if they are indeed faulty, then action has to be taken accordingly,'' said a source.

The government is looking at finishing the terms of audit for the Discoms' CAG audit, scheduled to begin next week.
