In a relief to three private electricity distribution utilities (discoms) in the national capital, the Delhi Electricity Regulatory Commission has allowed them to recover the pending revenue in phases starting 2014-15. The three disccoms – BSES Rajdhani Power (BRPL), BSES Yamuna Power (BYPL) and Tata Power Delhi Distribution (TPDDL) – have incurred revenue loss of INR 11,431 crore till 2011-12 for not being allowed to increase tariff. The liquidation of the loss of INR 1,998 crore for BYPL; INR 3,643 crore for BRPL and INR 2,359 crore for TPDDL is proposed in a scheduled manner through equal instalments to avoid higher tariff to customers.

The annual instalments allowed to be liquidated are INR 424 crore for BYPL, INR 769 crore for BRPL and INR 478 crore for TPDDL over the next eight years, the Delhi Electricity Regulatory Commission told the discoms.

The regulator has been creating revenue gaps year-on-year without any concrete plan to liquidate them resulting in huge financial problems for the discoms. Now, the time bound liquidation plan will help the cash starved discoms to raise additional financing and help them clear some of their dues to the generation and transmission companies thus resolving the power crisis in the city. BSES discoms owe around INR 5,200 crore to the generating and transmission companies.
