Ports losing Business: Is Labour Cess the Reason?

Notional labour cess was a revenue generation source for the government which was utilized towards the pension contribution by the port authorities but with the ports charging higher cess coastal shipping operators are losing business as transport by roads, railway and private run ports is more economical. 

With all the ports mechanized, the cargo operators do not use the services of the port and paying labour cess has become an unnecessary liability causing cash flow constraint. Govt needs to rethink the policy or it will adversely impact the entire revenue chain.
