Solar tenders linked to manufacturing is one of the encouraging effort of the government to boost local manufacturing of solar components. India's indigenous solar manufacturing capacity stands 1 GW which is below marked than market demand of 3 GW. Domestic Manufacturing is plagued by economies of scale due to less demand of Domestically Manufactured solar equipment. Less grown domestic manufacturing has given opportunity to imported solar equipment manufacturers to enter Indian market. Over the decade import of solar equipment have grown substantially, covering almost 90% of market share.

As solar industry is attributable to regulatory risk and solar manufacturing is market driven, developers perceive venturing into manufacturing solar business to be at high risk. Big developers administer this auction to compel them to solar manufacturing business, which is not an area of their expertise. Developers are reluctant to these type of auctions.

Developers must form consortium with experienced solar equipment manufacturers, as this will minimize risk associated with this segment like faster obsolescence of technology and need for continuous investment in R&D to stay competitive. To push the domestic solar manufacturing more further, government must also allow subsidy on solar manufacturing, as it is poised to revive ailing manufacturing Industry in country
